Procurement Lead - Public Sector | Exeter (Hybrid, 2 Days in Office)

Butler Rose is delighted to be recruiting on behalf of our client, a well-established public sector organisation in the Exeter area, who are seeking an experienced Procurement Lead to join their team. This is an excellent opportunity to play a key role in shaping procurement strategies and driving best practices across the organisation.

Key Responsibilities

  • Manage and oversee category spend in collaboration with key stakeholders to ensure value for money.
  • Stay updated on procurement legislation, implementing changes and advising senior stakeholders accordingly.
  • Lead collaborative initiatives with other authorities, including framework agreements and joint procurement projects.
  • Drive continuous improvement in procurement processes, ensuring compliance and best practice adoption.
  • Develop and deliver procurement training across the organisation to enhance knowledge and efficiency.
  • Maintain and update internal procurement and contract management guidance.
  • Provide expert advice on complex procurement and contract management issues, including supplier negotiations.
  • Lead supplier negotiations, including contract drafting as part of the negotiation process.
  • Ensure all procurement activities comply with regulations, the Procurement Act 2023, and other relevant legislation.
  • Manage procurement conflicts effectively through appropriate interventions.
  • Develop business cases for major procurement projects, analysing and recommending optimal routes to market.
  • Support various departments with procurement expertise, ensuring alignment with legal requirements and best practices.
  • Prepare tender documentation, evaluate responses, and ensure adherence to policies and best value principles.
  • Build strong working relationships across the organisation, fostering collaboration with Audit, HR, Legal, and Finance teams.
  • Continuously enhance procurement skills within the organisation, providing expert consultancy and strategic insight.

About You

The ideal candidate will have:

  • Strong experience in procurement, with public sector experience.
  • Up-to-date knowledge of procurement legislation and best practices.
  • Excellent stakeholder management skills and the ability to lead on complex procurement projects.
  • Be able to work in Exeter 2 days per week
  • Proven experience in supplier negotiations, contract management, and compliance with procurement regulations.
  • The ability to develop and deliver training to enhance procurement knowledge across the organisation.
  • A proactive and strategic approach to driving procurement improvements and efficiencies.
