Job description
Butler Rose is working with one of the largest housing associations in London and the South-East in their search for an experienced Senior Procurement Manager to join their team. This is a permanent role with hybrid working (2 days in the office) and will pay a salary up to £74,095 dependant on experience.
Role Purpose:
The Senior Procurement Manager will oversee the delivery of the procurement programme, ensuring that procurement processes are aligned with corporate objectives. This role is responsible for managing relationships with both internal and external stakeholders, ensuring that procurement projects are executed efficiently and in compliance with all relevant legislation and best practices.
Key Responsibilities:
* Lead and manage the delivery of the procurement programme, ensuring alignment with business goals and compliance with policies and regulations.
* Manage and mentor procurement staff, fostering a high-performing team.
* Oversee complex, high-value procurement projects, ensuring compliance with Public Contract Regulations (PCRs 2015) and the Procurement Act 2023.
* Build and manage relationships with internal and external stakeholders, including senior managers and suppliers.
* Negotiate contracts, manage procurement risks, and resolve commercial disputes.
* Maintain the Contracts Register and provide supplier performance information to business groups.
* Ensure best practice, cost savings, and added value through effective sourcing and procurement strategies.
* Monitor team performance and implement corrective actions as needed.
Ideal Candidate:
The ideal candidate will have a proven track record in procurement, preferably within the public or private sector, with experience in managing large-scale projects. They will have strong knowledge of procurement legislation and procedures, particularly in a regulated environment such as a Registered Provider.
Key attributes include:
* Experience in delivering complex procurement projects, including above-threshold procurements using competitive negotiation or dialogue.
* Strong commercial acumen and the ability to negotiate and manage contracts to deliver savings.
* Excellent relationship management skills, with experience building effective relationships with internal and external stakeholders.
* Ability to lead a procurement team and manage fluctuating workloads.
* Knowledge of Public Contract Regulations (PCRs 2015) and other relevant procurement legislation.
Essential Skills and Qualifications:
* MCIPS qualification (or working towards it).
* Proven leadership, commercial awareness, project management, and relationship management skills.
* Ability to analyse data and produce accurate, timely reports on procurement performance.
* Strong IT skills, including proficiency in MS Office.
